He was a retired business executive and community leader. As a child his family lived at the Soldier Creek Cattle Ranch 15 miles south of Jordan Valley, Oregon which they developed from homesteads. The family moved to Caldwell in 1905 where his father was in business for many years. William graduated from Caldwell High School in 1919 and graduated from the University of Idaho in 1923 with a BA in Business and Education. He was a commissioned officer in the United States Army and served in the Reserves for 10 years. He received his Masters degree in Business and Education from the University of Washington in 1929. He was a member of the University of Idaho basketball team, a team that won championships in 1922 and 1923. During his education career he was a teacher, coach, high school principal, Superintendent, and Assistant Superintendent of Schools for the Idaho State Board of Education. He became Idaho State Director of the National Youth Administration in 1938 and moved to Denver in 1941 as the Regional National Youth Administration Director for 12 states. He returned to Boise in 1942 as Personnel Director for the CC Anderson chain of department stores. In 1950 he became Property Manager for J. A. Terteling Company, Inc. He was a very active community leader. He became a member of the Greater Boise Chamber of Commerce in 1956. He was elected to the Chamber Board of Directors in 1959 and later served as Treasurer and Vice President. He was elected President of the Chamber in 1966 and received the Chamber "Man of the Year" award in 1971. William was a past Director of the Boise Red Cross, the Southwestern Idaho Boy Scouts, and the Boise YMCA
