Palmer P. McClelland Chaplin was born March 21, 1880 in the Ivanhoe (Briar Patch) area of Bulloch County, Georgia, the youngest child of William Henry McClelland, a Confederate veteran, and Mahitable ("Hattie") Cone McClelland. Her mother was also from Bulloch County, and her father was from Edgefield County, South Carolina. Palmer had four sisters and one brother. Her ancestry was Scots-Irish. She was the great-great-granddaughter of Revolutionary War hero, William Henry Cone.

Palmer married John Fenton Chaplin, and they had sixteen children (including three sets of twins), eleven of whom lived to adulthood. Her husband John passed away in 1938. Palmer died at the age of 89 on November 22, 1969, and is buried at Kettle Creek Southern Congregational Methodist Church Cemetery in Waycross, Ware County, Georgia.

Her children were Fenton Chaplin, William M. Chaplin, Joseph Edward "Joe Eddie" Chaplin, Odie Chaplin, Trolley B. Chaplin, Leona S. Chaplin Carter, Verdantus Charles "Dan" Chaplin, Rodell Chaplin, Rodell's infant twin, Annabelle Chaplin, Vinson Chaplin, Vivian Chaplin (Vinson's twin), Thetus Chaplin Crews, John "Johnnie" Herbert Chaplin, and a set of miscarried twins.
