David Hepburn was serving as Chief Gunners Mate on the United States Torpedo Boat the "USS Ericsson" (TB-2) during the battle of Santiago Bay, Cuba on July 3rd, 1898.
CGM Hepburn was one of the 93 official recipients of the Specially Meritorious Service Medal for acts of gallantry or heroism, not involving armed combat with an enemy, while operating in the territorial waters of Cuba in the year 1898.
The medal is engraved on the back with the recipients name and "For rescuing crew from and in close proximity to burning ships" and was given to those that helped to save the hundreds of Spanish Sailors from the decimated Spanish Fleet after the battle by pulling them to safety aboard the US ships. The USTB Ericsson was one of the ships involved in the rescue.
