He was the son of Dr. Hubbard Madison Smith and Nannie Willis Pendleton. He attended Vincennes University, Hanover college (Madison Ind); De Pauw University (Greencastle, Ind) graduating 1884. He received L.L.B. degree from University of Cincinnati in 1887. He was a lawyer, city alderman, school board member, judge of city court, and assistant city attorney. He served as Mayor of Dallas, Texas 1906-1907.
