Born Aug. 12, 1929 in Buchanan County, Va., Elcie was one of 12 children born to Bart Belcher and Didamie "Dolly" Owens Belcher. She was preceded in death by her parents; first husband, Clifford Grayson Tolbert, Jr.; her second husband, Hayes Ervin O'Quin; her daughter, Claudia Ethlyne Tolbert O'Quin Love; and brothers Otto, Moscow, Michael, Donald, and Johnny Belcher.
Survivors include her sons George J. O'Quinn and his wife Geneva of Big Stone Gap, and Bobby E. O'Quin and his wife Alicia of Vansant, Va.; her grandsons, John Love and his wife Danica of Nashville, Tenn., Matthew O'Quin of Vansant, and Evan O'Quinn of Big Stone Gap; her granddaughters, Shantih Love Crowdis and her husband Charles of Chattanooga, Tenn., and Sara O'Quin of Vansant; her step-granddaughters, Megan and Jillian Varner of Big Stone Gap; her great grandchildren, Nathan, Kyra, and Emma Love of Nashville, and Kinsley and Reese Crowdis of Chattanooga; her brother, Ricky Belcher and wife Ruby of Grundy; her sisters, Lois Strunk and husband Ralph of Ohio, Patsy Shortridge and husband Ray, Velcie Elswick and Mickey Stiltner all of Abingdon, and Sue McKinney and husband John of Johnson City, Tenn., and several nieces and nephews.
Elcie lived most of her life in Grundy, Abingdon, and Vansant, and towards the end of her life was a resident of Heritage Hall in Big Stone Gap. She was an active member of the Buchanan County Senior Citizens Center and the Vansant Baptist Church.
Funeral services were held Wednesday, Feb. 4, 2009 at the Forest Hills Funeral Home and Chapel in Abingdon with Pastor Bobby McGraw of Vansant Baptist Church officiating. Burial immediately followed in Forest Hills Memory Gardens in Abingdon next to her husband Hayes, with her grandsons and great-grandson serving as pallbearers.
