James M. Reiss was the son of Ernest Reiss and Rose Ella Rumsey Reiss. He was born in Kansas and lived in the Luray, Osborne County area until his parents moved to Lomita, CA. He graduated from Nathaniel A. Narbonne High Schooll Lomita CA in 1932.
He married Emma Helen Hobbs on Feb 2, 1935 in Harbor City, CA. Together they had one child, a son.

They lived their entire life in the Southern Calfironia area.
