He was born January 26, 1926, the son of Olonzo and Mattie Laura Barker Barker, in Bates City and was a lifetime resident of the Odessa area.

He was married June 16, 1949, to Lena Virginia Westerhold at Mt. Tabor Methodist Church.

Barker was a retired farmer. He worked for Odessa Special Road District from 1972-77. He operated Barker Water Service from 1982-86. He was an Army veteran of World War II, serving in the Rhineland and Central Europe campaigns. He was a member of the First United Methodist Church, Odessa; a life member of Odessa Veterans of Foreign Wars post, and an adult leader of Four Star 4-H club, Odessa.
