IIllustrator, Author. He studied at the Pennsylvania Academy of Fine Arts but dropped out after one year because it has nothing further to teach him. He produced sketches and drawings for many newspapers and magazines, including the Philadelphia Inquirer, Philadelphian North American, the New York Journal, Public Ledger, The Saturday Evening Post, Century, Ladies' Home Journal and Pictorial Review. Neill became recognized as the "Royal Illustrator of Oz," illustrating all but the first L. Frank Baum Oz books, and all of the Ruth Plumly Thompson Oz books, and then writing and illustrating three of his own. In his first Oz work, Baum's 1904 "The Marvelous Land of Oz," Neill used his two nieces, Marie and Roberta as models for the characters Ozma and Dorothy.
