Former Lt. Gov. Spencer Bernard, who also served in the Legislature for 18 years, died Friday.

Gov. Frank Keating ordered U.S. flags on state property to be flown at half-staff from 8 a.m. Monday until 5 p.m. Tuesday in honor of Bernard.

Services for Bernard, 86, will be at 2 p.m. Tuesday at the Church of Christ in Rush Springs. Burial will be at the Rush Springs Cemetery. Arrangements are being handled by Callaway-Smith-Cobb Funeral Chapel in Rush Springs.

A lifelong resident of Rush Springs, Bernard was elected to the state House of Representatives in 1960. During his legislative career, he served six years as House speaker pro tempore, the No. 2 leadership spot in the House.

In 1978, Bernard was elected Oklahoma's 11th Lieutenant Governor and served two terms from 1979-1987.

Bernard was known for his economic development work in many parts of the world, especially Asia.

Survivors include his wife, Vivian Opal Bernard, of the home; a daughter, Kay Ann Jones and her husband, Dale, of Rush Springs.
