Wyoming Governor. He graduated from Shaw's Business College Missouri, in 1884, traveled to Montana in 1885, entered the cattle business and later moved to Cody, Wyoming. There he was Mayor of Cody, (1901, 05-09) and the 5th Wyoming Secretary of State, (1910-17). In 1917, he was elected as a Democrat the 10th Wyoming Governor, serving until 1919. Serving as Governor during World War I, he mobilized the National Guard of Wyoming for federal service, appointed the Wyoming Council for National Defense and nominated persons to administer the Select Service draft. After leaving office, he entered the oil refining business in Texas, returned to Wyoming, in 1935 and lived in retirement until his death.
