Wayne was a son of Arthur and Lillias Buggs. He was a veteran of WWII having served in Company A, 192nd Tank Batallion of the United States Army. He and his unit were held as prisoners of war for 3 1/2 years during WWII in the Philippine and Japanese Islands and participated in the Bataan Death March. There were 99 men from Janesville in his unit and he was only one of 35 who survived. His two cousins Lester Buggs and Melvin Buggs were held with him. Wayne married Eleanor Peckham in Janesville on May 4, 1946. He worked as a mail carrier and enjoyed bowling. He was a member of Saint John Luthern Church and the VFW. He was preceded in death by a son, Jeffery .
