Former Illinois State Representative and the first director of the Illinois Department of Veterans Affairs. Mr. Houlihan served eight years in the Legislature. He was appointed director of veterans affairs under former Gov. Dan Walker. His advocacy included developing programs for the U.S. Veterans Affairs Department. He earned a Purple Heart, the Marine Corps Medal and the Asian Pacific Medal with three Bronze Stars. He was 80.
