U.S. Congressman. He graduated from the law department of Vanderbilt University, in 1890, was admitted to the bar in 1890 and commenced the practice of law in Nashville, Tennessee/ He was a member of the Tennessee State House of Representatives, (1895-1901) and a member of the Tennessee State Senate, (1901-03). In 1909, he was elected as a Democrat to the Sixty-first Congress and to the next thirteen succeeding Congresses, serving until his death at age 66.
