Deborah, the third daughter and eighth of twelve children of William Fletcher and Margaret Bomer was born on 29 January 1727 at Boston, Massachusetts.
Deborah married Thomas Cushing, Acting Governor of Massachusetts and son of Thomas and Mary (Bromfield) Cushing on 1 October 1747 at Boston, Massachusetts. They had seven children all born at Boston. Their eldest child, Mary (alias Polly) Cushing (b. 1748; d. 1823) m. 23 Mar 1769 at Boston, John Avery Jr. (1739-1806), the First Secretary of State of Massachusetts. Their other children included:
