Frank was born and grew up in San Jose, California. Through much of his adult life he moved back and forth between San Jose and New Orleans working variously as a mill hand, salesman, machine operator and clerk.
In 1911 he was with brother Roly in Stockton before joining the navy and also with his brother Courtland in New Orleans in 1923-1924 where he worked for the Anheuser-Busch Corporation through 1925. There he met his wife, Myrtle Leveque, whom he married about 1925 and was back in San Jose by 1927 where son Frank Oliver, Jr, born.
By 1935 he and family were back in New Orleans but again returned to San Jose in 1940 working as a mill hand. The family returned to New Orleans where his wife Myrtle died in 1946. He lived the rest of his life in New Orleans, at one point working as a clerk at the Maison de'Ville Hotel in the French Quarter.
Frank served twice with the US military splitting his service between two branches. He joined the US Navy about 1912, participating in the First Nicaragua campaign in which he was awarded a medal for bravery reported in the San Jose papers.
During WWI he enlisted in the 158th Field Hospital Company, 40th Infantry Division, the unit recruited in Santa Clara County, California. The 158th trained with the rest of the Division at Camp Kearney, San Diego, California. After arriving in France August 20, 1918, the 40th became a "Depot Division", supplying various of its regiments and units to other Divisions as replacements. Just exactly where Frank served with 158th Field Hospital Company is yet to be determined.
He died 15 April 1960 in New Orleans. His descendents still live in Louisiana.

Dampier Jr., son of the late Amelia Pope and Oliver Dampier of Los Altos, Calif., and the late Rolly, Courtland and Milton Dampier, survived by 2 grandchildren Age 67 years. A native of San Jose, Calif., and a resident of this city for the past 11 years.
Relatives and friends of the family, also employees of Southern Railway System, are invited to attend the funeral on Sunday, April 17, 1960, at 1:30 o'clock p.m. from the funeral home of Lamana-Panno-Fallo, inc., 625 North Rampart Street near Municipal Auditorium (parking entrance 619 N. Rampart Street). Religious services by Rev. L. Foreman.
Internment in St Louis No. 3 cemetery
