He received a Law Degree from the University of Virginia in 1889.

He served as State Bank Commissioner 1903-1907, State Representative from Caddo Parish 1908-1916 (He was Speaker of the House during his term.), Mayor of Shreveport 1922-1930. He also ran for the United States Senate in 1924, but was defeated by the candidate backed by Huey Long.

Originally interred Greenwood Cemetery, but remains transferred to Forest Park East.
