Death Certificates for Ohio (1908-1953) can best be found on Family Search. If the citation doesn't come up using the general search page then, click on US on the World Map (on the right side of the search home page), then search for Ohio. There is an index for Ohio. I have found many of the actual certificates are not indexed but the general county index is. From the general index you can get the death certificate number and then find it in the "Ohio Deaths 1908-1953" file. The general index is thru 2007 so many of the actual certificates after 1953 have not been released.
Also I have found many certificates are not indexed or misindexed. The Ohio Death 1908-1953 file is arranged by year so if you know the date of death, you can search each image during the time frame to find the certificate.
For WV, has most death certificates thru 1964.
