You are certainly welcome.
There isn't anyone specific that is responsible for the grave photos. You are more than welcome to one yourself, but if you do not want to do all that you can post a photo request for that memorial for another volunteer to add. Each cemetery shows a list of all the photo requests made. Someone usually will go out when there are quite a few then try to find those graves to get the pictures up for the person that requested them. Those that fulfill these requests get a + count on their "Volunteer Photos Taken" portion of their profile (number depends on number added, just like with other photos and memorials).
To make a request, go to the person memorial (you don't have to manage it to do so) and click the bar on the right beside the bio section that reads "Request Photo". Then you will be taken to a screen where you can type a message with your request. When the request is fulfilled, you will get a "Success" notification in your email. The link of the contributors profile is included in that email if you wish to send them a note of thanks.
If you add a photo yourself, make sure you resize to email or blog size or else you get a "This File is Too Large" error.
If you do decide to do one yourself, just got to the person's memorial and click "Add a Photo for this Person". Make sure you select the type of photo (as this will decifer the icons that show beside the persons name in a listing) ~ either "Grave", "Person", or "Family". After the photo uploads it will allow you to type a caption if you desire, but you can always do that later if
