There is an enormous archive building (Seine Maritime) that's free and open to the public. This link tells their hours and which bus stops to take (you can copy and paste anything into a translation program if you don't read French):

It's definitely the largest archives office in the Normandy area. We've been able to find a number of birth records online from their site (although it's tedious searching through all of the years of the different parishes). Since they know the parish, etc. that Gabriel was from and his parent's names, there would be a really good chance of being able to find his baptismal record. Just be sure they research what information they need to provide - like do they need to submit a request prior to coming in, etc.

Unfortunately, we didn't have the opportunity to do any research as we were only there for a few hours (on a day tour from a cruise ship). What a great opportunity for your sister! All I can say is to do as much research on what she needs to do to find the information that she's searching for, and take copies of any information she already has with her. They probably have an email address that she could check to see what she needs to do. They have copies of all records for the Normandy area though, so it is really a fantastic opportunity...
