The 1895 and 1915 Iowa Census Records say he served in Illinois in the Navy. Navy Records are not very easy to find. I did find this on Fold 3 but there was no info other than his name with an alias Thomas Booth:

Thanks for your help in recognizing this Civil War Veteran. My husband is the State Graves Registration Officer for the Sons of Union Veterans and his goal is to identify burial places of all Civil War veterans buried in Iowa. We live in far western Iowa, so we depend on photo volunteers like you to verify burial places.

Bernard is a relative, and I figured I'd find out which memorial was valid if a volunteer photographer like yourself posted a photo from a cemetery.
