The Spirit Lake (Dickinson Co.) Library maintains all burial info and maps for cemeteries located in the county. You can check it out at http://slpublib.weebly.com/cemetery-records.html
I can't find any info on Edmond or Edmund. I did find a family plot which has a large stone that says "Miller". I walked all around it looking for his or any other names or words; nothing. In front of the large Miller stone is one for a non-named infant with the date 10/3/1875, then an empty lot, then Eva's. If you look at Eva's Find A Grave site Corey Anderson's picture shows you the layout and his picture of Eva's stone is better than what I could get, as the stone has sunk some. Sorry I couldn't help you.

The stone is legible, however it's a matter of much it has sunk. Not sure if it would do any good, but you could contact the Veterans Administration as they are the ones that now maintain the cemetery.

If you mean All cemeteries in general... I Call the Cemetery asking for Grave location and if there is a MAP of the grounds. They usually have Maps laying out Sections, Then Lots within Sections, and Graves within lots. So yes. They are all usually Indexed.
ps. It helps volunteers find graves easier if YOU call the cemetery and then post that grave location with the requests. We usually keep maps from previous visits.
