That tax record is no later than 1792, as you flip pages to the right, you will see the date of a tax official signing off on the info in 1792. So, sometime between 1790 and 1792.

I was researching someone else entirely and came across this interesting note in Sussex County, Delaware, and think it's possibly your John Milby that you wrote a bio for findagrave. The source is the personal property tax records for Sussex, and the subject are delinquent tax payers (sometime between 1790 and 1795) says this about a John Milby:
"John Milby has been in Carolina 4 or 5 years & nothing in the county to come at". Accomack county, VA where you say John was married is close to Sussex County, both on the 'eastern shore', and Accomack VA, Worcester and Somerset MD and Sussex DE all have fought in legality over the land that would become Sussex County DE, with Virginia, Maryland, and northern Delaware giving away land to settlers who were from their territories for the purpose to trying to lay claim to parts of that land. So, all these counties had families that were connected to Sussex. It's possible that your John Milby is descended from a family of Sussex, and should be given serious research.

I put temporary pictures on Donald S. Urmson's page. As you will see in the pictures, his grave is not in very good shape.
We had a snow storm here in case you hadn't heard. The whole city was a disaster area! :-] It stayed in the 20's degree range for a week and a half! That is rare for Portland.
It has finally warmed up and the snow is almost all gone. I got 10 and a half inches at my place and I am just 4 miles from the cemetery. I think they got a bit more up there since they are at a higher elevation.
Now we are getting bombarded by a "Banana Belt" rain storm. Groan.
I put "before and after" pictures of his gravestone onto his page. I scooped out a bunch of the snow by hand so you could see that it is really his gravestone under all that snow. His wife's name is on the gravestone as well.
I did these temp pics because I am sure you know that if you don't fulfill a request you claim, within 2 weeks, you lose the request and can't reclaim the request back again.
I am going to go back and get better pictures later. It is supposed to be fairly nice weather the middle of this coming week at which time I should be able to clean up his gravestone and get better pictures unless they change the weather forecast to not good weather this coming week. That happens a lot this time of year here.

You put in a request for Willis and Anne Botham in Lincoln Memorial Cemetery among a few others.
I went and took some pictures today. I discovered there is one more Botham in there than there is added to Find A Grave.
Willis and Anne and Dorothy LaPlante are all in the same niche and a Howard S. Botham 1899-1913 is in the niche with them too.
Do you want to make the page for Howard. If you make it can you put in a request for pics for his page too.
It is going to be a while 'till I get the pictures ready. I will be gone for a while tomorrow so it might be Saturday before I get the pictures processed.
