Frances Broderick evidently couldn't get into James Muckle's Alpine Walk 36 lot when she started her survey in 1968, probably overgrown then. In David Muckle's Hyacinth Walk 57 lot she didn't record a Willard Muckle. There's an application for a government-issued stone for Willard D. Muckle for New Mount Ida Cemetery on Ancestry, and he'd probably have been buried in David and Frances Muckle's lot since those were his parents according to the 1910 US Census.
It's possible the headstone was never delivered, or someone stole it, or it's become buried under the turf, or some relative had him reinterred elsewhere at a later date. 1925 NY Census shows a wife Esther and two sons, Willard E. Muckle b. abt 1921 and John W. Muckle b. abt 1925. He might be wherever they are?

In the future, just go to the upper right of the memorial and click on the "edit" button. Then click on "suggest a change..." option. You can type in your message there. Find a Grave will then send me an email with a direct link to the memorial and your contact information. It makes it a whole lot easier for both of us.

I do not have any information on this burial. I am also a non family member, so I doubt it would do me any good to call the cemetery office. A group of alumni from my high school got together and made memorials for all our deceased classmates, so I was just trying to get pictures of the markers that are at out of town cemeteries.

My approach is generally, if there is a marker in a cemetery, you should create a memorial, perhaps adding a note about the actual burial. I assumed that Oel Billings was in fact buried with the rest of his family in River St. cemetery in Woodstock. You might add a note to that effect ... your move. David
