She was born April 8 1941, in Fairfield to John and Minnie Johansmeier Jeffrey. She married Art D. Carter on October 8 1961 in Des Moines. He preceded her in death on June 23 1991.
She had attended Packwood schools before moving to Eldon where she was formerly employed by the city of Eldon and Casey's General Store. She was a member of Word of life Church in Bloomfield and was on the founding committee of the Avenue of Flags at the Eldon Cemetery in Eldon.
She is survived by her mother of Eldon; two sons, Jack and John Carter, both of Eldon; five grandchildren; four brothers, Charles Jeffrey of Des Moines and Jerry, Dennis and Ronnie Jeffrey, all of Eldon and nine sisters, Joan Chambers of Des Moines, Margaret Shelby of Muscatine, Ruth Rogers of Wilton, Donna Hulbert, Carol Turner and Linda Coon, all of Davenport and Arlene Kildow, Kathryn Jones and Debb Murphy, all of Eldon.
She was prededed in death by her father; a son, Jeff and a sister, Rhonda.
The service will be 11 a.m. Tuesday at the Congregational Church in Eldon, the Revs. David Albert and Jerry Lanferman officiating. Burial will be in Eldon Cemetery in Eldon.
