He retired from VDOT in 1991, after 26 years of service, was a former C&O Railway employee and a World War II Navy veteran. He was a member of First Baptist Church for over 50 years.
Bernard is survived by his wife of 55 years, Dorothy Hunt Casper; daughter, Corinne Casper; son, Jerry Casper; grandson, Peter Casper Aikin; nieces, nephews and extended family members.
The family will receive friends from 1 to 3 and 6 to 8 p. m . Tuesday at the Central Chapel of Bennett Funeral Home, 3215 Cutshaw Ave., where services will be held 11 a. m . Wednesday. Interment Oakwood Cemetery. Memorial contributions may be made to the Alzheimer's Association.
