Velma Leona Elizabeth Gardner was born to Wiley Thomas and Arminda Belle Oyler Gardner in Lincoln, Arkansas. She first married Benjamin David Foster and had two daughters, Ginger LaVerne Foster who died at the age of 3 months in 1936, and Patricia Ann Foster, born in 1940.

She later married Joseph Randall and they reared their blended family together. They were members of the Assembly of God Church. She was a resident of Houston for 62 years.

On Sunday, July 16, 1989, at the age of 69, Velma passed away. She was survived by her husband Joseph Randall; daughters, Patricia Woods, JoAnn Winn, and Wanda Smith; brother W. T. Gardner & wife Louise; and 11 grandchildren.

Funeral services were at 3 p.m. on Tuesday, July 18th at the Niday Broadway Funeral Chapel with Rev. Danny Carpenter officiating. Interment at the Forest Park Lawndale Cemetery.
