Frances McEwen Belford (1839-1921), was the daughter of John S. and Isabella Barkley Highlands McEwen. She was the wife of James Burns Belford (1837-1910). They were married on May 1st 1860 in their native hometown of Lewistown, PA. He was a former Associate Justice of The Supreme Court of Colorado and the first US Colorado Representative of the 1st District, . They were Colorado Pioneers living there before it became a state. James was known as the "Red Rooster of the Rockies" due to his red hair. Frances introduced a bill in Congress in September, 1911, calling for the creation of a "Lincoln Memorial Highway between Boston and San Francisco" years before the official proclamation of the new highway on September 14, 1913. For this reason she is referred to as "The Mother of the Lincoln Highway". She was 82 years old when she died in Denver Colorado. Buried in Riverside Cemetery Denver.
