Elijah was the son of William Crawford Brooks and Mary (Polly) Timmons Brooks of Cherokee and Bartow County, Georgia.

He served in the Confederate Army, Company K, 1st Regiment, Georgia Infantry. He died of pneumonia while a prisoner of war at Camp Chase, Ohio.
