The son of Alexander Moore & Ann (Espy) Piper, he was an 1851 graduate of West Point and afterward served with the artillery on the West Coast until the outbreak of the Civil War. As a 1st lieutenant with the 3rd U.S. Artillery, he served as adjutant general on the staff of Brig. Gen. William T. Sherman during 1st Bull Run and shortly thereafter earned a promotion to captain. He also served as Maj. Gen. John Pope's chief of artillery and awarded a brevet promotion to major. He then assumed command of the 10th New York Heavy Artillery during which time he served as chief of artillery on the staffs of generals Philip Sheridan and Edward O. C. Ord and again brevetted lieutenant colonel for actions during the siege of Petersburg, Virginia. After the war, he was on staff at West Point as an artillery instructor until retiring from the army July 1, 1891.

He married Adelaide Cozzens c. 1870, but nothing is known of children. He died in a fire at New York City's Park Avenue Hotel, although his wife escaped injury. Post No. 273, G.A.R. in Henderson, New York, was named in his honor.
