John Wesley Halley was the son of William W. Halley and Nancy Edens. He and his brother, Jesse James Halley, migrated to Louisiana from Henry County, Missouri where the Halley family had gone sometime before 1860.

He served in the military Co. "I" 16th Mo. Inf. (1st Lt.) (age 29 at enlistment September 2, 1863).

He married 1) Sarah A. Rice born 1840 in Kentucky March 24, 1859 in Henry County, Missouri; 2) Sarah Melissa Kolb born 1841, the daughter of Abel Kolb and Mary Elizabeth Williamson (the death certificate of his son, William Abel Halley, gives her name as "Malissa Cobb".

He owned a homestead in Union Parish, Louisiana, and was a carpenter.

Shortly before his death in 1900 he was living in the household with his daughter Martha Melissa and her husband Stephen Winchard Lucas.

He has no grave marker.
