Eldest son of Robert and Mary (Baker) Brooke. He was born at Battle, Sussex, England "November 16th, being Sunday, at half hour past 9 o'clock in the morning, being new moon the night before, and was baptized the 2nd day of December."

He arrived in Charles County, Maryland June 30, 1650 with his father, stepmother and siblings. He was a member of the Council of Maryland from 1658 until his death, and Surveyor-General 1671 to 1679. He was also Colonel of the Calvert County Militia. Baker owned many estates including; The Wedge, Resurrection Hundred, Longfield and De la Brook Manor.
