A veteran of the Civil War, having served first in Company A, 27th Maine Volunteers (10 Sept 1862 - 17 July 1863). He reenlisted the following year with the 32nd Maine Infantry, being promoted several times until reaching the rank of Captain of Co D. When the 32nd was consolidated with the 31st ME, he became the captain of Co I, and served until 1865.
He was the son of Simeon and Almira (Boardman) Barker, and was a law student when the war began. He entered the York County Bar in 1864, between his services in the army. After the war, he moved to New York City to practice law, but died soon after during a visit to Portland, Maine.
