Frank was the son of John Orly Jackson and Ellen Ida (Goodshaw) Jackson, the seventh of eight children.
He married Cora Menard shortly before he entered into the draft for World War I in June of 1917. He served in the US Army, achieving the rank of Private. He and Cora divorced before 1930. By 1940 he was an independent trucker, boarding at times in Minneapolis. It was there he married his second wife, Jessie.
Frank died at the age of 77.
