Frances was born the daughter of Barbara Frye and Frank Miller, Jr. She married Leon Dicesare November 10, 1977 and they divroced in 1979. Her second husband was Yacine Aounallah, whom Fran married in Oxfordshire, England.

Frances was born in Akron. In 1972 she graduated from St. Vincent's High School as Salutatorian. She graduated from Akron U Summa Cum Laude in Philosophy and graduated from Akron University's Law School. Frances was a Title Examiner for Chicago Title while attending Akron U. She then attended Lincoln College of Oxford University in England where she received her degree and met her future husband. They moved back to Akron where she worked as a lawyer for Western Reserve Legal Service. Later they moved to Switzerland where, along with teaching, she consulted to a Swiss law firm.

Miller Jr. She is survived by her mother, Barbara Frye Miller ; sisters, Deborah Bent and Virginia McKelvey; brothers, Jeffrey J. (Cheryl) and Christopher C. Miller ; nieces, Amy Bent, Jessica Miller , Melissa Miller , Alexandra McKelvey; nephews, Andrew Bent and Michael McKelvey; aunts, Nancy Beecher and family, Dorothy Abdenour and family; uncle, Bernard C.
