He was born June 1, 1950 in Brooklyn, N.Y., to the late Thelma Wilson Rucker and Willie Rucker.
Leroy joined the Army in 1972 and served until 1975. He later joined the Portsmouth Police Department in 1975 as a patrol officer. Leroy took a break form the Portsmouth Police Department and had a brief career at the ABC board. He went back to the police department and worked patrol, then advanced to special undercover operations involving city, state and federal agencies in the Hampton Roads area in the 1980s. From there, Roy went back to patrol for a few years and moved up to auto theft detective in 1990 where he worked until his retirement in Oct. 1999.
When he was not serving his community, Roy enjoyed bowling, fishing and boating.
He would also spend time with his professional organization, Fraternal Order of Police (FOP).
Roy enjoyed his years as a loving father and grandfather. We celebrate his good spirit, generous nature, kind heart and contagious smile. His spirit will live in us forever as he was greatly loved.
A funeral will be held Friday at noon in St. Paul's Catholic Church in Portsmouth.
