Thomas was the son of Edsell S. Evans and Margaret I. Evans of Riverview Michigan. He enlisted in the US Marine Corps on January 3, 1968 receiving a Commission as a 2nd Lieutenant (Reserve) in Quantico Virginia. He arrived in Vietnam on October 12, 1968 and was assigned for duty with Charlie Battery, 1st Battalion, 12th Marines, 3d Marine Division (Rein) FMF. He was a basic field artillery officer (0801).

On November 7, 1968, 2nd Lieutenant Evans was on patrol attached to Lima Company, 3rd Battalion, 3rd Marines, 3rd Marine Division, as an (FO) Forward Observer for his Artillery Battery, two kilometers northeast of Cam Lo in Quang Tri Province when while crossing a trail an (AT) Anti-Tank mine was tripped and detonated. Two men were killed and four were wounded by the explosion, one of the casualties was 2nd Lieutenant Evans who was killed as a result of fragmentation wounds.
