Son of Homer Eugene Billups and Dorothy Darlene Brehmer, much loved brother of Diane Darlene Billups and Brenda Renee' Billups Dodson. Married first to Elaine Abrahamian' then to Jennie maiden name unknown, He never had biological children of his own but loved and treated Jennie's children, grandchildren and great grandchildren as his own. He was deeply loved by his nieces and nephew. Family was very important to Jeff.

Jeff had a wicked sense of humor, there was always a bit of onery in it. He also loved sports and was one of the first merchants in Fresno County to sponsor and support the Fresno Falcons, the local ice hockey team. He was the first merchant to offer Dry cleaning to Fresno County for $1.00 per garment and his business grew to include four stores in the Fresno Area. He was an incurable neat freak, constantly cleaning, when we were young it was not unusual for Jeff to take all of his posters and photos off of the walls of his room and wash down the walls, then put everything back up. It was also hazardous for my sister and I to set down our school books or homework anywhere but in our room, Jeff was liable to "Clean Up" by throwing everything into the trash. After High School Jeff served in the U.S. Air Force during the Vietnam War, but was never shipped over there. During his service he contracted a form of Hepititus caused by an allergic reaction to the Jet fuel fumes, and was given a medical discharge. The hepititus was a major contributing factor to his early death. He is missed every day by those who loved him.
