Pullman Mayor. He served as mayor of Pullman, Washington from 1890 to 1893. He was orphaned as an infant and raised by his aunt and uncle. He spent his early years in England, attending private school. He worked as a brick manufacturer and as the managing editor of both the "Torquay Times" and the "Western Evening News." In 1876 he moved briefly to the United States, before returning home to England after one year. In 1883 he moved to the Washington Territory, settling in the town of Pullman, where he was active in real estate and insurance ventures. He was elected county surveyor in 1886, before resigning to accept a cashier position with the First National Bank of Pullman. He also served as a member of the Washington State University Board of Regents.
