Born in Warwick Township, the third of thirteen children of Johann Adam Phillippi and Maria Barbara Eva Eichelberger. He married twice.

He married Elizabeth Steffey on March 6, 1787 in Montgomery County, Virginia.
On Feb. 19, 1774, Stophel Phillippy (sic) claimed ownership of 196 acres on the branch of Cripple Creek in Fincastle Co. (later Wythe Co.) VA.
He may have served in 1780 in Gray's Branch of the Virginia Regiment during the Revolutionary War. (this is not proven)
He and Elizabeth had twelve known children, all born Cripple Creek/ Rural Retreat area of Wythe Co. VA.
