Lawyer, Planter, Statesman and Colonial Agent. Thomas Barker, a prominent lawyer in Edenton and member of the North Carolina Assembly was appointed one of four Commissioners to revise the Statutes of the Province. He was Treasurer for the Northern District of North Carolina. In 1761 he sailed to England, serving as London Agent for the Colony shortly before the Revolutionary War. Unable to return because of the British Naval blockade, he remained in London until 1778, when he sailed home by way of France, immediately signing an Oath of Allegiance to North Carolina.

Thomas and his first wife, Ferebee Savage Pugh were the parents of Elizabeth "Betsy" Barker who married William Tunstall. His second wife, Penelope Padgett Barker, was noted for being a principle leader in the famous Edenton Tea Party. Their home in Edenton is now the headquarters for the Edenton Historical Commission.
