Continental Congressman. He was a doctor when appointed a member of the New Jersey Provincial Congress in 1776. During the Revolutionary War he was appointed Colonel of the 1st Battalion, Salem County Militia, and was Assistant Surgeon in the Continental Army in the Canadian campaign. He was a member of the first State General Assembly and appointed collector of customs for the western district of New Jersey in 1778. In 1784 he was elected as a member to the Second Continental Congress, serving until 1785, and was chief delegate to the New Jersey State Convention to ratify the Federal Constitution in 1787.
