Timothy was the son of Arthur J. Black and Estella Black. He was educated in the Houston County School System and graduated from Northside High School in Warner Robins, Georgia in 1986. He played football while at Northside. He served in the U.S. Army and attained the Rank of Private. He was employed with Allen's Tree & Stump Service in Warner Robins, Georgia. He was a member of Warner Robins CME Church.

He was married to Regina Black.
