Son of Andrew & Catherine Fissell of Duncannon, Pennsylvania. In 1860, he was a pudler employed by the Duncannon Iron Works, living in Penn Township, Perry County, Pennsylvania before moving on to Duncansville, Blair County, Pennsylvania after the Civil War.

A Civil War veteran, he enlisted in Duncannon (formerly Petersburg), Perry County, August 13, 1862, and mustered into federal service at Harrisburg 13 August 1862. He served in Company G, 149th Pennsylvania Volunteers, The "New or Second" Bucktails during the Civil War. He was promoted to 1st Sergeant, 16 April 1864 (unkown location), and to 2nd lieutenant 7 June 1865, 1865, at Elmira, New York, and honorably discharged with his company June 24, 1865. Brother of William A. Fissell who served in Company B, 42nd Pennsylvania Volunteers, The "Old or First" Bucktails (service from 4 June 1861 until 14 July 1865), and John A. Fissell also of Company B, 42nd Pennsylvania Volunteers, The "Old" Bucktails;(service from from 4 June 1861 until 11 June 1864). Other brothers and sisters include Elizabeth Fissell, Mary Fissell, Margaret Fissell, Samuel Fissell (A Company, 201st Pennsylvania Infantry), Emanuel Fissell and Sylvester Fissell.

He married Sarah Anne Cowick and their children include Anne Martha "Anna" (b. 1858), William L. "Punch" (b. 1859), Catharine Ottilia (b. 02/28/62, d. 06/23/63), Mary E. "Mazzie"(b. 1864), Harry E. "Uncle Knobs" b. 1870), Frank Bacon "Fatty Fissel"(b. 04/16/74), and daughter Frances "Fran" Sophia (b. 1876).
