A native of Lawrence Co, Ohio, son of Isaace and Sarsh Chapman,who moved in his youth to Guyan Township,Gallia County. The younger Issac taught school as a young man, and during the Civil War he served his Country in the Union Army,enlisting at the age of 17 in Company B., 173rd Regiment, Ohio Volunteer Infantry. He served his fellow citizens in many capacities. He served six years as county recorder,four years as county treasurer, four years as representative in the Ohio Legislature. He was for many years business manager fo the Gallipolis Journal. He was survived by his wife Mary, four daughters, a son, three brothers and two sisters
