Often referred to as David Harmer Jr, he is the fourth David in line and I use IV for genealogical purposes. He married Anna M. Wolf 22Jan1877. No known Children. Anna survived David by more than 17 years appearing in the 1930 and 1940 census records with Rufus G Burcaw and Eva Burcaw. She died 24Dec1940

In an effort to determine if Eva was a Harmer, I discovered that Eva Wallace Burcaw was the daughter of William S Wallace.
William appears to be the brother of Herbert Agnew Wallace, husband of Anna's Sister-In-Law, Bertha Harmer.

Therefore the notation of Aunt-In-Law on the 1940 census is perfectly understood and Eva was not a Harmer.

David was a Baker and a Security Guard appearing on City directories at 4727 Germantown Ave, 4959 Greene Street & 5771 Germantown Ave prior to 1898 and at 2550 Douglas Street thereafter.

David is the son of David Harmer and Elizabeth Shriver.
He had 7 Sisters and 3 Brothers.

Sisters: Susan P (John S) Knight, Emma Jane (Acis) Jenkinson, Elizabeth S (George A) Sorber, Mary Ella (Joseph Albert) Tiney, Anna Laura (Fred) Bosworth, Bertha (Herbert Agnew) Wallace, Edith.

Brothers: William Penn (Mary M Cooley), George Washington (Priscilla Spencer Wright), John Shriver (Louise Steere)

David was interred on Mar 14, 1923; Est date of Death 3/11/1923.

I came across your FindAGrave.com entry for David Harmer IV (Memorial ID 99259540) , and the notation for Eva Burcaw. I can add a few more details to that connection, and confirm your conclusion that Eva was not a Harmer. (Have I previously sent you this information? If so, please forgive the repetition.)

According to my records, Eva H. Wallace (born 6 Jan 1892 in Bryn Mawr, PA; died 25 Dec 1960 in Philadelphia) was the daughter of James Wallace (name as given in Eva's death certificate) and Emma Wolf (also named in Eva's death certificate). She married Rufus G. Burcaw and had four children: Rufus jr., John Lincoln, Dorothy, and James.

Herbert Agnew Wallace (7 Mar 1870 - 6 Jan 1942) was the son of Henderson A. Wallace (a farmer in Chester County, born around 1825) and Elizabeth Smoker. They had at least six children: Harriet, Edward, Mary, James, Davis, and Herbert Agnew, who was the youngest.
The parents of Henderson A. Wallace were Davies Wallace (24 Feb 1798 - 13 Jul 1866) and Mary Ann Henderson (14 Feb 1805 - 12 Nov 1894).

Herbert Agnew Wallace was an executive with the Reading Railroad, at one point becoming the personal secretary to the President of the railroad George F. Baer. Herbert A. Wallace married Bertha Harmer (daughter of David and Elizabeth Harmer) in 1894. Bertha was an aunt of my great-grandmother, C. Elizabeth (Harmer) West. Bertha kept house for her father until she married in 1893; my great-grandmother lived with David and Elizabeth after she was orphaned in 1891 until she married in 1902. Herbert and Bertha Wallace had one son named Harold Herbert (1901-1971). My grandmother, Dorothy (West) Byerly Toennies, was two years younger than Harold. She says that there was a second son in the family, known as Herbie, who had Down Syndrome; his brother Harold pushed him down the cellar stairs and he was found dead there. Although the death made a vivid impression on my grandmother, it does not seem to have been recorded in records that I have seen.

It is possible that James Wallace, the father of Eva, was the James (born around 1861) listed as one of the sons of Henderson Wallace and Elizabeth Smoker, but I have not confirmed that surmise.
