Rockingham County Deputy Sheriff John E. Rafter died in the line of duty on February 7, 1983. He was shot and killed after he became overpowered by a prisoner he was transporting to the Augusta County Jail in Staunton, Virginia. He had stopped to assist a disabled motorist on the exit ramp from I-81 when the prisoner overpowered him and gained control of his .357 caliber service revolver. The suspect shot Deputy Rafter as they struggled in the front seat of the patrol car. The suspect was convicted of murder and sentenced to life in prison.
John is the only Rockingham County deputy to die in the line of duty. He was 28 years old at the time of his death and a 6 year veteran of the Rockingham County Sheriff's Office and a 7 year veteran of law enforcement. His unit number, 214, has been permanently retired.

John and I worked the Drug Education Programs together in Rockingham and Page County. It was a pleasure to work with John. A good friend,taken from us too early.I was Page County unit 405. My continue deepest sympathy to his family.|
