Julia, born January 6, 1863, was the daughter of Clark Louis Parker and Melissa Frances Griffith and was born in Irwin, Brown Co., Kansas. Her siblings were Andrew M., Newton Jasper, George W., Francis M., John William, Albert Louis, Cora May, and Frances Melissa Parker.

She married first John W. Van Blaricom (1851-1916) of Fulton Co., Indiana. The marriage was in Columbia County, Oregon on April 7, 1878. Their children were Dora (b. 1879), Clyde Wily (b. 1881), Ella May (b. 1883), John Raymond (b. 1886), Clark James (b. 1889), and Alverda M. (b. 1893). Julia's husband, John, died December 2, 1916.

Albert Burgett was Julia's second husband and they wed July 11, 1920 in Vancover, Clark Co., Washington. Albert died November 4, 1923.

Julia married third James Henry Bailey May 14, 1925 in Portland, Multnomah Co., Oregon. It is believed no children came from this marriage or from Julia's marriage to Albert.

The 1870 US census shows Julia living with her parents in Irwin, Brown Co., Kansas but by the 1880 census she was married and living in Nehalem, Columbia Co., Oregon. In 1900 she was living in MT Tabor, Multnomah Co., Oregon and by 1910 she was living in Portland, Multnomah Co., Oregon with her husband and children. The 1920 US census (enumerated in January prior to Julia's second marriage) lists Julia as the head of household and a widow. At that time she was living with her son John in Portland, Oregon. The 1920 census mis-spells the last name as "Ben Blaiscoe". In 1930 Julia and her third husband, James, were living in Mount Pleasant, Clackamus Co., Oregon. By 1940, Julia was again a widow and was living in Portland, Multnomah Co., Oregon.

James H. Bailey died in 1936 and was buried in Greenwood Hills Cemetery, Multnomah Co, Oregon (there is no apparent grave marker). Julia was buried in the same cemetery as her first husband, John W. Van Blaricom, and her son, John Raymond Van Blaricom.
