Rear Admiral. Born Thomas LeRoy Collins, Jr., graduate of the U.S. Naval Academy in 1956. His career began aboard the USS Calvert, followed by Submarine Officer's Basic Course in Groton, Conn., and duty aboard submarine USS Chivo. In 1961 he served as an analyst for Naval Intelligence in Washington, D.C. and as a ballistic missile weapons officer from 1963-1965 aboard the nuclear powered missile submarine USS James Madison. He transferred to the Navy Reserve in 1966 after working missile test operations at Naval Ordnance Training Unit, Cape Canaveral, Fla. As a naval reservist, Admiral Collins served as commanding officer of the USS Thrush, liaison to the Florida National Guard, and commanding officer of the Navy liaison unit at U.S. Readiness Command at MacDill Air Force Base, Fla. He also served as commander of the Naval Reserve Readiness Command, and as deputy chief of Naval Reserve Operations until his retirement in October 1990.
Founder and President of the Armed Forces Financial Network, appointed Executive Director of the Florida Department of Veterans' Affairs by Governor Charlie Crist and the Florida Cabinet on Jan 18 2007.
A fifth-generation Floridian, native of Tallahassee, Fla., the son of former Florida Governor Thomas LeRoy Collins Sr. and Mary Call Darby, he was 75.
