U.S. Congressman, Judge. Born in Pike County, Ohio, he graduated from Ohio State University in 1927 and earned a law degree at Harvard University in 1930. He was admitted to the bar in Ohio and practiced as an attorney in Waverly, Ohio. He was the prosecuting attorney of Pike County from 1931 to 1935 and then he became a member of the Ohio Legislature. From 1937 to 1940, he was appointed as a Common Pleas Court Judge. Elected as a Democrat to represent Ohio's 6th District in the United States House of Representatives, he served from 1941 to 1943 and was on the Committee of Foreign Affairs. He was an unsuccessful candidate for reelection in 1942 and briefly resumed his law profession. During World War II, he was appointed as special assistant to the Secretary of the Navy, James Forrestal. After the war, he returned to Ohio and became vice president of the Kroger Company. He was named as Kroger's president in 1961 and remained in that capacity until he retired in 1970. In 1965, he was also on the Board of Directors of the staff of the Cincinnati Reds Baseball Club.
