Julius was the son of Lewis Allen and Bella Billing Allen. He was educated in the Houston County School System. He enlisted in the U.S. Army and served during the Korean War. After his Honorable Discharge, he returned to Houston County and was employed at Robins Air Force Base in Warner Robins, Georgia, retiring after 32 years of service. He was a member of Old Mount Olive Primitive Baptist Church in Hayneville, Georgia where he served as Clerk and was Ordained as a Deacon. He served as Chairman of the Deacon Board and as Church Delegate to the Old Mount Olive Association.

He was married to Willie Mae Rozier Allen, who preceded him in death in 2010.

1 Stepson: James Roy Veal(Karen).
2 Sisters: Sallie Griffin and Rubye Newberry.
1 Devoted Nephew: Harold Stubbs.

Services were held Monday, April 24,2017 at 11AM in the Sanctuary of Old Mount Olive Primitive Baptist Church in Hayneville, Georgia.
